Steve has over 25 years of law enforcement experience and has spent the last 18 years in the department's Traffic Unit where he specialized in impaired driving and crash reconstruction. 

 

He became a certified Drug Recognition Expert (DRE) in 2004, a DRE Instructor in 2006, and for the past 17 years served as the DRE Agency Coordinator.  As a DRE, he has been involved in hundreds of drug impaired driving cases and recognized in both Municipal and State Courts as an expert. 

 

In addition to DRE, he has also been qualified as a court expert in SFST, DUI Detection, Breath Testing, and Traffic  Crash Investigation. 

 

He was the department's lead DUI Detection and SFST (Standardized Field Sobriety Test) instructor for over 15 years, training hundreds of practitioners including law enforcement, attorneys, and judges.   He also instructed Advanced Roadside Impaired Driving Enforcement (ARIDE) and Drug Impairment Training for Education Professionals (DITEP), educating not only law enforcement, but school administrators as well in drug and alcohol impairment detection. 

 

He oversaw the department's Breath Testing Operator program and maintained his Breath Test Supervisor certification for the majority of his career.  As a Breath Test Supervisor, he was responsible for training and re-certifying officers and the general maintenance of breath test equipment. 

 

His position for the last 8 years at the department was as a Collision Investigator.  He investigated hundreds of serious collisions and traffic fatalities involving vehicles, motorcycles, bicyclists, and pedestrians.  In this position, he received extensive training in crash investigation, crash reconstruction, 3D scanners, Event Data Recorders (EDR), also known as "the vehicle's black box", and Crash Data Report (CDR) analysis.
